I don’t know where you sourced these statistics, but they don’t make sense to me. Given that there are over 52 million over 18s in the UK, having less than 4% with literacy less than or equal to an 11 year old doesn’t line up with an average reading age of 9. In any event, averages are not very useful in describing anything and are often misleading. The average shoe size in my household is 6.5, but shoes of this size would not suit me (12) or my wife (1).
