I like to know what all the straps and adjustments are on a bag but don't know what this one is on my OEX Vallo Air 28 from Go Outdoors.
Between the two "up arrows" above the back mesh

Is there a removable insert to keep the back rigid ? Either that or a water bladder pocket.

The insert to keep the back rigid is accessible and removable from inside the bag rather than from the back. Same story with the water bladder pocket.
The mystery deepens.

I like a good mystery. What happens when you loosen the strap as far as it will go?
You might have to drop a line to customer services.

Not much, it just gets looser. Maybe it engages reduced gravity mode.

A strap there normally adjusts how high the pack sits, or how low depending on your point of view, so it can be adjusted for different users back length.
-
Whatever it is suppose to do, it looks as if the buckle will be digging in the back of your neck / shoulders.
The 'height adjuster' on my Berghaus pack is at the 'bottom' by the attachment of the waist belt to the pack.

Brilliant. Looser for a longer back then I guess?

Normally yes.

I'd go with Sussamb on this one. I presume its there to help ensure the rucksack contours with your back.
-
Its there so you can extend or shorten the back length so the hip belt fits over your hips properly.

I often wish rucksacks and jackets would come with full instructions!

Hehe, well this is what Go Outdoors support had to say
The strap is to tension the internal support panel. When the strap is loosened it makes it easier to remove the internal frame. Although we do not recommend this.

Really? Never heard of anything like that, wonder if they're right? Their webpage says it has an adjustable back system so my money is still on the strap that does that O0

Shoulder straps don't look adjustable to me. I'd hazard a guess that their explanation is right and their website is wrong.

Just wondering what shoulder straps have to do with it :-\

Thought you were referring to height-adjustable shoulder straps. Having reread the thread with a bit more attention, I see you were referring to a different system that I'd never heard of :-[

Tend to agree. Though would expect some form of two way locking mechanism, if that is the case

It's just put there "to make little boys ask questions". :P

Hi Welcome to the forum.
It doesn't mention that it has a hydration bladder pocket on any of the five adverts I have looked at on the web, so I would doubt it.
Found this reviews which may be helpful

Sounds like they made that up, no wonder they're going bust.
In every other pack I've worn, a little buckle like that moves the hip belt higher or lower to suit your body proportions. As has been said, loosen it so the hipbelt sits properly on your hips and loosen the shoulder straps so you're bearing weight properly rather than fatiguing your shoulders.

On my rucksack, the straps at the top of the shoulder straps help tighten my rucksack to the shape of my body. Access to my water bladder holder is inside my rucksack. If the photo is showing how to access a water bladder from the outside that looks a good idea to me but the only one thing I would query about it is, if it's on the outside of your rucksack would your body heat warm up all of your drinking water? My internal one warms a small amount of my water, I'm not keen on drinking warm water, but it only lasts for the second and third mouthful, (I just spit them away) then it's cool water again.
