+1 for Shoe Goo. Over the years I have used it a lot on my Marathon running shoe heels; and around the sole stitching. Even on new shoes I do the stitching to waterproof them; same for Trail shoes. I put it across the shoes where it abraids where the foot bends across the forefoot. (No boots for me, well only in deep snow)

Another possible answer is a transparent boot glue called "Technicqll" off Amazon.
