Easy peasy. Blogger.com is the main one that most people choose, Wordpress is another one. I tried Wordpress but found it a bit too complicated. Blogger will guide you through the set up procedure. I knew nothing when I first started, at least you have some experience.
You can upload photo's from your computer. Starting a blog is free with Blogger. There is a limit on how many photo's you can upload, I reached that limit after about three years. Now I pay google £4 a year for unlimited, that's all.
Give it a go, play with it, lots of features that you can re arrange, add your own header or choose one of theirs. Change the colours, alter the layout, sidebar on the left or the right, or both sides. Change font colours, tons of options.
When I post I put my photo's on first down the centre, then add the text in between them.
You don't need to publish it until you are ready, it can sit there for a while until you are happy with it. Maybe write one post to see how it looks. After you publish it you can go back to it at any time and change things.
You start from the dashboard, that's your nerve centre, alter things, move things around from there. If you allow comments you may want to moderate them first before you publish. I have to do that because I get tons of spam, and some trolls. It will take a while for people to find you, so the spammers won't appear until you are well established. I was getting 200 per day to delete. I now have word verification on so the spammers aren't getting through so that's a relief.

PS Just noticed that fernman has mentioned ads. You don't get any with Blogger, unless you choose to monetise it, and I don't.
