Sounds a bit like a problem I had, signed up to flick on a whim, then forgot about it. On going back, I found I could not sign in. Went through the same rigmarole you are going through, ARGH! After several several more attempts, gave up again, in meantime I had read an article in Computer active about some advantages in using different browsers. I am on Firefox, and I had loaded Chrome, so signed into Flickr with Chrome, went straight in with the original password.
Still can't sign in to Flickr with Firefox, just get the wheel of eternity. Still going through a load of problems with Win. 10 May update so not too worried sorting out the differences between Firefox and Chrome and as I can't find the article in Computer Active I am not too sure what the advantages of using several different browsers are.   :-\

Just for technical interest I had a look at the flickr forum, it seems many users have had problems with accounts since they migrated to a new login system. There was talk of Yahoo being involved, oh god...

Might it be this (https://www.flickr.com/help/forum/en-us/72157709756669161/) problem?. The reply gives a support URL.

Just signed to Flickr in with Chrome, no problems.

Havn't bothered with Firefox, though it is my browser of preference.

This problem is starting to annoy me!. (in the sense that I can't help, I mean). I don't use Flickr myself, but you could try posting on this (https://www.flickr.com/help/forum/en-us/72157707334766574/page17/) thread and give them some earache, the public visibility of it might help.

Did they give you a direct link to a page to reset the password?. Otherwise I was wondering how you reset it without being logged in.

To add:
This is one of those standard cop-out suggestions, but very occasionally it does work:- delete all Flickr and Yahoo cookies before trying any proposed solution.

They sent me an email with a click here to reset password. What the password has to do with it, I dont know! Followed the procedure then went to flickr to try n log in, but useless. Its nowt to do with the password really, just sends me round n round, tried reregistering, change password, rubbish. The email had a respond thing so I had another dig and told em "Goodbye"
Somebody on one site said try imgbb. Went through joining procedure yesterday, we will send you a registering email, live only for 48 hours. They havent sent one................... >:(

Just one more stab: do both of these together:-

In Firefox, try incognito mode (File -- New Private Window...) - this will act as a virgin browser and not use any stored cookies, passwords etc.
Disable any adblockers in force (or whitelist Flickr).

Flikr owned by Yahoo, or used to be and they got hacked so now their sites are super tight with passwords.
