Something Strange on the Moors

I discovered an unusual object on the moors today and wonder if anyone knows what it is.

Looks like a device to be towed behind a tractor. The chains and spikes probably rake the ground. Collapsible design for delivery on a trailer. I'm no farmer/game keeper but is it something to do with grouse moors?

I've been told it's a disassembled harrow for use on hilly and boggy ground, maybe left in place on standby to provide firebreaks for when the heather is burned.

It's definitely a harrow, possibly placed there ready to make firebreaks for when they're burning the heather....from a distance it does look like it's fallen off an aeroplane though.

  In my experience, things that fall off planes make bigger holes!  :) .  I like the some sort of harrow hypothesis.

You've just reminded me, I need to finish watching 'An American Werewolf in London,' it was the word 'moors' that made my brain work again. I was really enjoying it but the doorbell rang and I ended up going down the pub!
