Excuse my ignorance, but what does CL stand for?

Certified  Location.  It is a classification for a minor caravan site on a farm or other property. It is a Caravan Club thing. Not sure but I think it is for 5 vans or less, with limited facilities.

It’s a Certificated Location, an Site not owned by the caravan club but recommended by them.
They are generally small sites and some have a maximum of six pitches.
Quieter and cheaper than the official club sites but sometimes don’t have as many facilities.

Riverside Tourer Park near Hesket Newmarket is a nice site.

It’s not a CL but the Caravan Club Borrowdale Site is brilliant, it’s set within Manesty Woods and there are small glades where there are only a few caravans in each. It does have electric hook ups, etc.
There aren’t any on site facilities except a small shop but you are surrounded by wildlife, the shores of Derwentwater are only a hundred yards away, the walks through the woods are fantastic and you are literally on the doorstep of Maiden Moor and Cats Bells.
Because of its location and lack of facilities it tends to be used by walkers and the like, no groups of rowdy people.
I’ve stayed there many times and loved it every time.
The downside is that the last bit through Grange is a bit twisty and narrow in places but I’ve managed it ok.
Well worth having a look at on the C.C. Website.

Wouldn't the CC website or handbook give you a list of such sites which you could then investigate ?

Do you have to be a member of a club to use these sites (the CL sites)?

Yes.

But these sites often have a few other 'spots' in other fields for non-members.
