Sounds like he's mentally ill -  shame he has to be locked up, but he's been a real nuisance.  He's not going to get any better in prison.

It would suggest to me that he has some personal issues to resolve but its easier (cheaper as well?) to jail him than try to help him.

False call outs are a dangerous game. It could be one of us mistaken for a false caller one day...
